I am informed by the Admiralty that on several

occasions recently incendiaris has been attempted on board

British ships from United States ports. It has been the

practice to insert among the cargo a small cylinder of

lead containing acid and powder; the acid and the powder

are separated from one another by a diaphragm of zinc.

The acid acts on the zine and causes an explosion on

coming into contact with the powder. In view of the possi-

bility of the employment of similar methods elsewhere a

warning should be issued to port authorities to pay

particular attention to the bunkering and loading of all

the agents of the enemy.
